Société Générale and Bank Muscat have signed up nine banks at the co-arranger and participation level to fund the roughly $75 million Al Kamil power project loan. Peter Conway, a project financier at SocGen in London, says the bulk of the syndicate team are local and regional lenders. He adds that syndication is likely to close at the end of this month.

Qatar Electricity and Water Co. and its financial advisorRoyal Bank of Scotland met late last week in Qatar to select banks to lead a $160 million non-recourse loan to fund the expansion of Ras Abu Fontas from a $600 MW gas-fired plant to a 1,000 MW facility.

The Power Technology Index has experienced far greater volatility than the NASDAQ Stock Market in recent months. Though both indices show almost identical losses for the year, down some 20%, the power tech index has suffered much greater swings. Over the past month, for example, the power tech index has slumped 27%, compared to a 9.5% drop by the NASDAQ. Over the past two months it has nose-dived 39.9% compared to a 14.9% decrease by the NASDAQ.

IntesaBci is looking to build a presence in the Middle Eastern and North African power finance markets and is currently pitching for several projects at the co-arranger level, says Carlo Bongianni, global head of utilities at Bci in Milan.

The tenor of future Middle Eastern power project finance deals are likely to extend to 25 or even 30 years as banks become more comfortable with the risks involved and the continued strength of the regional economy, predict project financiers.

* South Korea's Hanjung is emerging as the frontrunner to build and operate a $1 billion desalination and power plant project at Fujeirah in the United Arab Emirates, according to the UAE Offsets Group, which is conducting the bidding process. The UOG will hold direct negotiations with Hanjung over the next few weeks to reach a final commercial and technical agreement, but in the meantime, will also continue talking to two other bidders, France's Sidem and Italy's Fisia Italimpianti. Hanjung originally bid $744 million to build a 100 million gallons a day desalination plant and a 218 MW power plant. Subsequently it bid $778 million to build 500 MW of net power output in addition to the plant's internal consumption of 120 MW (Dow Jones, 6/17).
