  • Bahrain's Ministry of Finance is expected to select lenders this month to fund the expansion of Al Hidd from a 240 MW, 4.7 million gallon facility to a 750 MW, six million gallons power and water desalination plant, say project financiers. "The Bahrain authorities have been blitzed with proposals varying from multi-tranche corporate loans to long-term non-recourse loans. It has said it would select banks shortly after picking a contractor," says a London-based financier. Last month the MoF hired Alstom Power to undertake the expansion project.   • International Bank of Japan will look to bring on board one or two Saudi Arabian or regional banks as co-lead arrangers before launching a $220 million project loan on behalf of Jubail Energy Co. by early November, says an IBJ official. "Our aim is to launch the transaction right on the heels of the [completion of the] Ras Lafan deal and get it closed by mid December," adds the official. Jubail Energy, a joint venture between CMS and local contractor Al Zamil, will use the proceeds from the transaction to finance its acquisition of Sadaf, a 250 MW oil-fired plant in Jubail, Saudi Arabia.Saudi Arabia Basic Industrial Corp. named CMS preferred bidder to acquire the facility in June. It beat a rival bid from Enron to land the plant (PFR, 5/29).

  • The 10 lead arrangers of the Ras Lafan project finance loan plan to syndicate the 18-year deal in a single round later this month to speed up the transaction. In order to reach financial close quickly the bank will forego a junior or intermediate syndication level, but will allow participants to choose from three ticket sizes in a one-stage syndication effort, explains a financier involved in the deal. Lead arrangers Barclays Capital, International Bank of Japan, BNP Paribas, Arab Banking Corp., ANZ Investment Bank, Bank of Tokyo-Mitsubishi, Gulf International Bank, HSBC, Qatar National Bank and Société Générale hope to launch syndication later this month following bank meetings in London and Dhofar.

  • State-run Israel Electric Corp. plans to tap the bond and international bank loan market to fund the construction of Project D, a $1.3 billion, 1.2 GW coal-fired plant, says Shaul Zemach, head of energy and infrastructure at the Ministry of Finance in Tel Aviv. He adds the utility has already begun speaking to bond underwriters, and international project financiers, declining to elaborate on which firms are in the running to land the mandates.
